How should I properly dispose of rusty hooks and old lead sinkers?

This isn't as difficult as you might think. In the small quantities that anglers typically have hooks and lead sinkers, they can generally just discard them like they would any other trash. Of course, you'll want to carefully wrap up the hooks so they don't hurt anyone.
Lead must be ingested to be harmful, and some studies have shown that it can harm waterfowl and other birds. Just be sure to put it in the trash and keep discarded lead sinkers away from waterways and other places where birds congregate, so they won't ingest them. -BASS Conservation Director Chris Horton
