| We intend to set up one polyclinic with one laboratory of medical analysis, selecting and spreading in the patients line of the information matierals concerning different diseases and specific medicines. Monitorization of the patients, informing body admisitration of speciality and decision for supporting them and assurance of conditions of treatment.
The health system is almost entirely state-owned and is coordinated by the Ministry of Health through 41 district
health directorates and the Bucharest Health Directorate. It consists of a network of hospitals, polyclinics,
dispensaries and other health institutions. A certain number of specialized or single specialty hospitals,
medical institutes and institutions for continuing education of health professionals are directly responsible
to the Ministry of Health.
During the last decade, Romania has experienced a period of austerity, with minimal growth before 1989 and
an economic decline after 1990. As a result, since 1990 the state's contribution to health spending has decreased
as a percentage of GDP from 2.7% to 2.0% in 1995. Health spending represents about 8-9% of total government
expenditure. Romania is greatly in need more hospitals for the growing cancer disease.
Project "BlueLab" short presentation: Medical purpose of Foundation Cinci Andrei:The general aim is to give its contribution to the amelioration of population's health especially by increasing the role of the Health Promotion and Primary Health Care Network within the health care system. To create of one organized frame for specific problems of the patients, support the patients for effectuation the treatments and progress at many actions orientated to warn of the different types deseases in community line and the civilian society. Objectives: Realization of one polyclinic with one laboratory of medical analysis ; selecting and spreading in the patients line of the information materials concerning different deseases and specific medicines; monitorisation of the patients, informing body administration of speciality and decision for supporting them and assurance conditions of treatment.· Primary Health Care - developing new models of management for patients suffering from chronic diseases (programs developed with family doctors); · Health Education, Health Promotion and Disease Prevention using the Primary Health Care Network through its offices and consulting rooms. The leadership, the development and the organization of the Health Care Services. · Youth Health Education aiming to increase the level of knowledge regarding the healthy lifestyle; Specifics objectives: - facilitate access at medical service for 8.000 persons of target group; - monitorising for 4.000 beneficiaries of project - to give 2.000 cosultations at domicily for patients on target group; Target group: childrens and old people with varied diseases; persons on social; category disadvantaged ( children institutionalised, persons on olds home); persons with lower mobility (patients, persons with handicap, olds, persons which required monitorising of domicily, other category of persons wich required effectuation of analysis) The target group where established to take into account of next grounds: a) persons of target group are a part of social categories to which family doctors are adressing. b) persons of target group need systematically special medical support c) persons of target group are, usually, victims of discriminations; d) persons of target group have a lower mobility; e) persons of target group have lower financial resources;. Justification: Necessities identificated in the region to which is adressing the project are the following: a). improvement of health condition of population b). improvement of medical services quality offered to the population c). improvement of access to medical services d). diversification of medical services types Principal compulsions which are characterizing this region are: a) economic developing b) medical services not sufficiently, not performent, at high prices c) absence of tehnical means adequated for displacing of people with a lower mobility who need medical services d) financial, material and human resources from health sector are not sufficiently; e) absence of efficience in monitorization of disease situations by the family doctors because of tehnic analysis are not sufficient f) specials medical services at residence are not existent. Project area: Craiova, Romania The relevance of the project: - The project are going to improve the access of target group to medical services diversificated and with a higher quality complementary of the medical services offered by the state or private medical system. - This way will be created the premises of improvement of health of the target group - The project answer to requesting of existent medical services. - Through the activity of realization of laboratory anaylses and according of consultation at residence of patients will be make up with the absence of financial and technical means of displacing of persons from target groups. - The project will going to grow up the efficiency of monitorization actions of patients by the family doctors. The activities contented in the project were established on the base of the following grounds: - the project are offering an altenative at medical services realized by institutions from private or public medical sectors, offering services necessary to people from target group but which are not offered by these institutions. - the project take into consideration dificult financial situation of many persons from target group, offering posibility to effect for free medical services absolutely necessary at the residence of patients eliminating, this way, costs for transport and hospital involved. - through the developement of project activities are eliminating the situations of unrespecting the program of medical analyses regularly by the members of target group appeared because of patients immobility - the organizing of fix laboratory of medical analysis equiped with modern equipement will assure the diversification of types of medical analyses offered to target group in conditions of quality growth of these performing. - the training of staff for laboratory are going to grow the quality of the medical act developped by them. - the monitorization of beneficiar patients of the project are going to improve administration of special medical situation represented by the patients with a lower mobility - realization of medical services by ambulator system are going to grow the access of target groups at medical services through support of lower mobility of people from target group, in conditions of insufficient offert of the public or private institutions of speciality.
